Yes one can. Spectacles are no problem to appear in UPSC exam to become an officer.
Eligibility to appear in UPSC exam is Bachelors degree or equivalent from a UGC recognized university.
A candidate must have attained the age of 21 years and must not have attained the age of 30 years on 1st August of the year of appearing in exam.
Approximately about 900 candidates are finally selected each year out of the nearly 400000 but only a rank of top 50100 guarantees an IAS or IFS selectionan acceptance rate of 0.01 percent which makes it perhaps the most competitive exam in the world.
If you are willing to study hard than prepare for it.
There is no rule that a person wearing spectacles cannot become an IAS/IPS officer.Just work hard and give your UPSC examinations the best.You will need really good rank to get into IAS/IPS.
